When removal is the better choice
A coating cannot hold paint that is already peeling, blistered or chalking, and it wears off surfaces that rub or take knocks. Removal or replacement also makes more sense when the surface will be sanded, cut or demolished soon, or when the siding underneath is rotting. For whole walls of failing paint, stripping or replacing the boards lasts longer than covering them.
City repair programs and lead paperwork
Grand Prairie’s Building Blocks program has offered rebates for exterior work on houses at least 25 years old, covering exterior painting, window replacement, siding and soffit repair and exterior doors, and applicants sign a lead-based paint disclosure form. The city’s page currently says funding is not available. If it returns, check the terms with the city; we cannot promise eligibility. Funded or not, a pre-1978 house still needs lead-safe or abatement work when its paint is disturbed.
Paint that is already lifting needs a different plan, set out under peeling exterior lead paint. Window parts that rub belong under lead paint on window sills and frames. The homepage of Grand Prairie Lead Paint Removal lists everything else.
